VASCAR is nothing more than a fancy stopwatch and time-speed-distance computer. It depends on the operator pressing buttons as the target vehicle passes landmarks. No radar signals are emitted by a VASCAR system. The lines spaced on road such as the Hum e Highway are designed for VASCAR, spaced normally 500m apart, easily visable to aircraft to obtain the vehicles average speed.
